- Step 1: How do I register for a transfer

To register for a transfer with A2Dominion and to access details of our available properties, please complete the online application form on the Locata website:

Once you have registered you will receive a letter informing you of:- Your identification number
- Your banding
- The reason you have been put into that band
- The priority date (which is the date that we receive your application)
- Step 2: How is my application assessed?

When you apply online for a transfer your needs will be assessed and you will be given a band depending on your circumstances. This will either be A, B, C or D (or E if you apply for North Surrey). Banding tells you how much priority you have over other people applying. (A gives you the highest and D/E the lowest). We also give you a ‘priority date’, which is the date that we receive your online application form.
We take the following into account when assessing your application:- The current home you are living in
- Whether your home makes your illness or disability worse
- Whether there are any environmental problems that makes it difficult for you to stay in your home
- Whether your home is big enough for the number of people living in it
- Whether you may be in fear of harassment and violence, or if you have other reasons for not feeling safe in your home, for example if your relationship has broken down.
If we think your situation is an emergency, we may pass details to your Neighbourhood Officer to investigate. Your Neighbourhood Officer/Estate Manager will then contact you within one day to give you more advice.
- Step 3: Choosing your home

You are entitled to bid for up to three properties in each weekly bidding cycle. You can bid in 3 ways:
- On the web: Follow the link above and log on with your reference number and date of birth
- By telephone: Call the bidding telephone number of the scheme you are registered with
- By text: 07781 472726
If you need help with bidding, our customer service team can assist you. We will require your written authorisation to do so before we can proceed.
- Step 4: Offer

When bidding closes, the system puts the bids for each property in order by band and priority date. This gives us a shortlist of eligible applicants for each property.
If eligible, you will be invited to view the property. Please note that there may be more than one person viewing a property at one time. The property will be offered to the applicant with the highest priority who attends the viewing.
You will not be penalised for refusing a property you have bid for. However, your priority may be reviewed if, for example, you refuse several properties and you are in a high priority band (band A).
If you are offered a property, you will be asked to complete an acceptance form. You must also complete a form if you refuse a property and give us a reason for refusing it.
If you are at the top of more than one list, the landlord will decide which property to offer you. All offers are subject to verification. If you are not verified the offer may be made to another applicant. - Step 5: Feedback

If you are unsuccessful with a bid, you can use the feedback page to help you understand why (but you’ll need to remember the three-digit advert reference number). It tells you how many people bid for the property, as well as the band and priority date of the successful bidder. The priority date shows you how long the successful bidder has been waiting.
You may wish to use the feedback information to help you decide how to bid in future. For example, you could bid for properties of different types, in areas that attract fewer bidders.

- Who can apply for a transfer?

You can apply for a transfer if you are an A2Dominion secure or assured tenant. Please note that the following are not eligible to transfer:
- Non-tenants
- Starter tenants
- Care and support tenants
- Leaseholders
- Shared owners
- Why can't I transfer?

You will always be entitled to apply for a transfer (depending on eligibility) but we may not make you an offer if you are breaking the conditions of your tenancy agreement because you owe rent or have been involved with antisocial behaviour.
If you are not happy with a decision we have made, you can appeal in writing to the Assistant Director Housing. If we feel there is an extremely exceptional reason why you need to move, we may reconsider your case. - How long does it take?

How quickly we transfer you depends on your situation. We keep a register of people who want to move and we can offer some of our empty homes to residents on our list. We offer homes to people who are most in need. If your current home meets your housing needs, we are not likely to give you a high priority to move.

- Deal with your transfer application within 10 working days and tell you your position.
- Visit you before you move out.
